I don't really feel this data is an honest representation. Any one collecting this data may be under the impression that the poorer states have more IEPs than wealthier states. I sneaked a peek at the wealthier states such as Massachusetts and they have 16.5 percent on IEPs compared to Mississippi at 13.5. Anyway the actual graph I created is here
